Devine was created as a station on the International & Great Northern Railroad in 1881, although scattered settlements date from the 1840s. Named for Thomas Jefferson Devine, a San Antonio judge, it is a trade center for the irrigated district of the Medina Valley, a diversified agricultural region. Local industries include major peanut shipping, nurseries and extensive honey production. It has a municipal golf course and swimming pool.
